Tom Keeling is Chartered Engineer and Chartered Marine Engineer, who works as a specialist, accredited, inland waterways Marine Surveyor, Boat Safety Examiner and writer. He has full-member status of IMarEST (Institute of Marine Engineering, Science and Technology), is Gas Safe Registered (No. 300458) for marine LPG, has worked on the inland waterways since 1995 and is well known within the industry. As well as being Director of Small Craft Services Ltd., Tom is an RYA Instructor Member and a member of the Association of Boat Safety Scheme Examiners (ABSSE). 

Tom has previously been a Committee Member of the Boat Safety Scheme Technical Committee as the national marine surveyors group rep on behalf of IMarEST, as well as being an ex-officio member of the Small Ships Group Committee.  

Tom is an ardent campaigner for better boater safety, regularly lobbying the Boat Safety Scheme and Gas Safe Register as well as training companies, HSE and BSI to improve standards, refine working practices and raise awareness of developing safety issues. Tom recently completed a research project to improve marine LPG safety, and regularly contributes to the development of BSS requirements, most recently completing new research on gas water heaters. Current research interest areas include the challenges of decarbonising inland waterways boats, corporate denial in authorities and the over-application of regulation to the sector. It's an interesting time :-)

Tom specialises in all types of pre-purchase, condition and investigative marine surveys for private and trade customers.

Produced reports are accepted by all insurers, brokers and financers and are delivered within 7 working days in secure electronic format.

If you require a pre-purchase survey you will also receive a summary sheet to forward to the broker to aid any negotiation that results, and avoid confusion during the purchase process. You are welcome to visit the dock at the time of survey at an agreed time and ask as many questions as you like. 


Tom’s PI and PL insurance cover exceeds the minimum recommended for industry standard. 
For private instructions, Tom operates locally only or by referral at preferred locations where adequate facilities for docking and repair exist.  Prices are transparent and advertised; available to see at the link below.
